Perhaps rather than getting too hung up on a strict definition and a binary judgement perhaps if we broadly define "rogue state"as a state operating outside International Law and then assess the degree of to which they extend beyond such law (say 1-5 with 1 being slightly, 5 being massively) then I'd make the scores: 4, 5, 1, 1 for Israel, US, Iran and Russia, respectively.
The Oxford definition: a nation or state regarded as breaking international law and posing a threat to the security of other nations. As I said, rogue states one and all by that definition. Bibi and Putin are also individually wanted for war crimes, Iran, enough said and Trump, who knows where he’ll end up, but he is a convicted criminal who defies the constitution and the rule of law daily. I'd still give the scores above - it's not really Trump that is the reason the US scores badly. The US under all presidents for the last 80 years or so have broken international law and been more than a threat to other nations but actually attacked them. Korea, Vietnam, Chile, Cuba most other central and south american countries, Iraq, Iran, Libya, Syria, and others. Trump just adds extra "excitement" to the situation because he broadcasts the parts previous presidents expressed in more subtle terms. That's what I like about Trump. He makes it increasingly hard to ignore how much of a rogue state the US really is.
